Program for activating DLC's and Games (RGH)?

I want to start modding soon in GTA V. But I can't license transfer with my original profile now so is there a program for RGH with that I can play the game and start with another profile without license transfer?

You can use dlc unlocker. It will unlock all content (dlc, xbox live games, ect) for your jtag/rgh.
