This is a photomanip, I get what he is saying but he could have been nicer lol. I would say it was simply a misuse of words on the part of the OP. this is a photo take to photoshop or any editing software and had effects added to it either via filters or other stock images overlayed.
Gnasher, he did make it, its just not a drawing, you should really chill out bro.
