Depends how good you internet is and how fast your PC is.

at times i can get 2.7mb out of it and is there any updated xbox 360 neighborhood

Not sure. I just recently re-downloaded the normal version and seem's fine to me. If your PC is slow, Neighborhood will also be slow too.
