If you have content I'm happy to do it.
If there isn't enough content, then it should the child node should be taken down. But, if the user is consistently posting original content, then it should stay up. There's no need fore a forum with 2 threads in it.

To be fair mate, there is an Apple section in OS. I think this should be able to serve most of the requirement you list here for the time being.
