No menu has anti-ban on GTA, even if the maker mentions it has anti-ban - it will be untrue.
You can only get banned by using mods on players and they report you, then the moderators of Rockstar will look at your profile and your gaming methods online.
So never use mods online such as ufo-mode/super speed etc and abuse these mods online, in order to avoid ban.
I always go into private session to test mods, then enable unlimited ammo etc and play multiplayer.

Yes very safe, in private session. But i would recommend direct modding the money without money drop.
You are safe to use the menu in private/solo session.

I don't seem to get any errors within clicking the download image. Try to right-click and open it , or use another browser and try again.
