Whether it is legalized or not, the outcome will still be the same. People will still jailbreak their consoles and devices to do as they wish. Me personally has never known anyone to be arrested, nor myself have I been arrested due to jailbreaking.
I understand why they are still clamping down, however they need to realize piracy isn't just on jailbroken devices and is in fact everywhere and everyone is guilty of pirating software, music and games at some point.
Interesting to know that they're still fighting for this to be legalized though, I never knew about it.
