I would like to know how to use this tool , I downloaded this tool and it says " you need to install CCAPI" to use this library.

A few questions for you. Do you have a CFW enabled PS3? If you do, then you will need to install CCAPI onto that PS3 as well as your PC. CCAPI is the interface essentially which communicates between your PC and PS3
