My feeling here is that this issue is to do with the custom skin
Zero - I say this because there is a warning in the ACP that a template is outdated, and looking at the coding it has all of the top bar in it.
I can see you were doing a lot of editing of the templates around the sort of time this issue came along too.
Why it isn't affecting all users however, i am unsure of. Possibly my cache being old?

Yeah I had this to. I'm not sure why its keeps hitting that limit
Templates updated, none of them dealt with the visitor tab area, they were for the discussion list, and titlebar. Only thing I can thing of is that the site is reading certain groups as not signed in. I haven't had the issue and I've been on most of the day.
What hosting plan are we on?
Just logged in as a normal member and there is still no top bar.
I'm with Godaddy at the moment
