would you be able to make an RTM Tool that does this instead of the debugger? Because I can not get the debugger to connect.

This is an RTM tool, just use CCAPI if you can't use TMAPI.
Edit: Sorry I misunderstood this, use netcheat it's easier than RTM tools.
