We almost have mods for every big or popular game, so there's no need to make another tool for these games. My personal choice would be Tekken Tag Tournament 2 and Max Payne 3 Multiplayer. I know there's a tool for TTT2 but you have to pay for that. And MP3 only has a simple EBOOT modlike Godmode, Inf. Ammo.

I haven't seen anything for Payday 2. few mods that would be fun: god mode, instant drill, never detected, one shot, convert juggernaut, ect.
