open the tool, Click " Load .ELF File ", pick the " Eboot.ELF " that already comes in the tool, Then pick the mods you want and click " Build Eboot " and save it as " Eboot.BIN "

it didn't work because my eboot is like 14 MB and the eboot in the folder is like 28 MB :/
and when i change it before i pput it in the console it stays .ELF
