Edit: just checked and Yes win 10 ver. 1703 64 bit.

That's your problem or atleast where the 4.7 update is, it is part of windows 10 ver.1703 update, a.k.a windows 10 creators update. There have been a few updates to it, this looks like the last two: 2017-06 Cumulative Update for Windows 10 Version 1703 for x64-based Systems (KB4022716)
2017-05 Cumulative Update for Windows 10 Version 1703 for x64-based Systems (KB4020102)
