Does Everybidy see the Neon ?
No, This is a Client Sided feature only you see it

What To do with a .csc File Where to place it
This should be placed inside "Scripts.rpf" within "Update.RPF", Or you could grab a pack that has this included like "kristijan1001's" ,"BiG_GHOST_GaMeR's" or "ffflock" .

Can this be used on OFW
Short Answer = NO
Long Answer = theoreticly its a script and works on OFW be it that you cant use the Eboot.bin bypass on OFW therefore not load it online and not use it for that reason. so yes it works but you can't use it online nor is their a easy way of getting the update.rpf on your PS3.
